Is the The United States Domain Authority a Scam?

If you own a website or domain name, you have (or will get) a letter in the mail at some point from the “United States Domain Authority”. This email looks very legitimate and official. For many it’s hard to understand, but most think it’s a bill for their domain name.  Many people pay the amount listed without knowing what it is or what they are getting.
